GTA: SA and the Hot Coffee Mod

I really dont understand the point rating GTA SA from Mature to Adults only because of an Mod which reveals a mini sex game. The Mini game does not show more than two pixel dolls try to show some movement which mya remind to sex only if you are very fanciful.
